But if a man had emptied his CATs of the ceramic honeycombe stuff, say with a long pokey stick, and then just put them back, you're saying a 1997 GEMS 4.6 should be able to pass an MOT emissions test if all the other parts of the engine are in good order?

Don't know about gems, probably yes. Thor almost certainly yes
 
i have a 4.6lt thor which failed on emissions, apparently you have to drive a t least 46 miles for it to recalibrate if the battery’s been off, bit difficult when it has no mot tax or insurance
