Disc Brake Mud Shield Swivel Brackets

Both the Disc Brake Mud Shield Swivel Brackets that attached the mud shield to the bottom pin of the Swivel housing have rotted away.

This might be a stupid question but it's been a while since i rebuilt the swivel housings - is it just as simple as undo the bots in the bottom pin, take off old bracket, put in new and tighten up again?

I seem to remember i had to set the pre load on the swivel pin bearing reasonably accurately and don't want to throw all that out of goose...

Yes.
The shims for adjusting preload go on the top pin & they're between the pin & the housing.

Having said that, if it's all been in place for years it may be time to take a shim out anyway.

Actually, while you're messing about down there, it's worth taking the steering linkages off and just feeling how smoothly the steering swivels move. Mine tend to develop a notch in the straight ahead position after 6 or 7 years. Last time I did mine, it was obvious where the rollers had been resting on the races because they were indented.
