Problems with front and back wipers

Ok so ive looked through forums but cant find this issue , Front wipers on slowest speed stop on screen , I dont think this is a linkage or motor problem because if I pull the arms away they work correctly , would new blades poss solve problem ? , also new rear blade is messing up the calibration of the window because it's dragging on it , am I right in thinking it shouldn't park on window and should instead rest on the rubber strip underneath , I'm assuming if that is the case I can just detach arm move it anti clockwise and re attach ? Thanks in advance

that would sound like a weak motor, and try it
 
Front problem sounds like the switch contacts.
Rear sounds like the wiper arm has had it. They can twist and crack in time and end up not parking properly and rubbing on the door behind the spare wheel.
