Wiper arm removal

A simple job I suppose but the cover over the nut refuses to buge with the wiper on the screen or when lifted up. Is it seized or is there somthing else I should have done first?

It should just flip up to expose the nut so I guess its seized and needs a little persuasion.

My wipers keep hitting the bottom rubber seal; they seem to be quite loose.
What can I do to resolve this?
