Winshield hinge cover thingy...?

The windsheild bracket cover thing where there used to be a hinge on my D90 300tdi windsheild frame at the bottom.
Is this just a plastic cover?
Can I just pull it off and repaint it?

Nope. ye'd have to remove the bolts from the other side to take it off....
