whining noise from engine

hi guys iam new to all this ive got a discovert 300 series when accelarating there is a whine sounds like a high pitch whistle when you back off pedal ot press clutch it goes car struggles to get past 70 rev counter showing 2,500 but only goes to 70mph temp stays ok fuel consumption good any ideas what this could be many thanks steve

the high pitched whistle is probly yer turbo blowin through a split or hole in one of the hoses from the turbo to engine, or the intercooler

would that also explain lack of power
