which plastic wheel arches?

hi guys, first time in the discovery forum as ive got a rangy, got a quick question for all you guys, my brother owns a 1998 es premium disco and has been bugging me to fine some plastic wheel arch extensions for him for his crimbo present! ive had a bit of a look but cant really find much ive found one set on ebay

They look ok with the cut outs for the door trim and ABS plastic. I could be tempted but at a £100 I would need to know what is the purpose of them, what will the do. I know D2's have them and that's it.
