unwinding spring noise from instrument cluster

when I turn key before turning over engine I hear a fairly loud noise like a small motor winding up a spring inside instrument cluster-what on earth is it chaps?
 
Hi Gordon,

It could possibly be a case of sound mis-direction. the pumps initially kick in for a second under the rear seat do they before turning over?
 
where is ecu located? it is deffo a short whir/buzz from cluster which is a seperate noise to fuel pumps. still not found source of rattle at 1700rpm either which is getting worse!!

In the black box in front of the fusebox in enginecompartment. (Between the battery and the said fusebox).
