Turbo overboost

Hello guys! I own a 2007 rrs. 133000km on the clock.. replaced the turbo because the acctuator arm fell off the vnt link.. the new turbo overboost.. at idle I hear the turbo wistle highly.. fault code for overboost and bearly limp home mode..The turbo electronics dont adjust the vnt at all. Do a new turbo need to be learned/programmed to the lever movment from nax/min? Or is the new turbo failing?

Did you replace the boost control actuator at the same time as the turbo?
Form memory, there is an air path calibration routine in JLR SDD for calibration of the boost control actuator.
