Timing my 'open engine'

I just received my 11L 200tdi engine back from a complete rebuild but head left off for me to complete the re-assembly.
Pistons 1 and 4 are flush with the face of the block but the woodruff key is just short of 12 o'clock/the arrow on the face plate. The camshaft pulley is dead on the arrow. The injection pump is not yet mounted.
So, for timing, are pistons at TDC now with the key slightly off or do I ignore the position of the piston and still align the key to the arrow as per the manual?

Cheers Flossie! First engine build- don't know if I'll be able to turn the ignition when the time comes!! (Great fun though).
 
Thanks MOL! Hadn't seen the rotate by hand part and the mention of the 2:1 rotation ratio didn't seem clear to me until your tip.

As said just put the head back on and set it the usual way. When putting the belt over the cam pulley helps to have it wound on a tiny bit (less that half a tooth) clockwise past the mark to then turn it back anti-clockwise to take up the slack in the belt between crank and cam.

I’ve just finished doing the same as you and turned the key for the first time a few weeks ago and it’s a great feeling when it starts up.

Don’t forget to turn it over just on the battery (unplug FIP stop solenoid) for a good 10-20 seconds to get the oil pressure up and flowing before firing up.

pistons should be slightly proud of block face as will be when key is at 12
