i dont know where you are both gettin this 103bhp figure from, im 99% sure its 107......

Can someone please explain to me how a DIESEL engine can "run rich" ?
I've only got about 50 years of experience, and it's a new one to me.
Your engine might be SICK, mistimed, low compression, injectors way off adjustment, and stuff like that, but running rich?
This I need to hear about.

No idea, but he said it was set up a little different from normal to run 'rich' (smoke?) for better off road slow running. He stated it could be adjusted back. I will use it mainly on the raod.
He is an agricultural engineer and seemed glued up.

And "agricultural engineer" ..... says it all!
There is NO WAY to make a diesel "run rich" other than to open the max fuel screw TOO FAR, and cause EXCESS fuelling, but all that does is to make smoke, reduce power and waste fuel.
Don't let him adjust it back. Get someone good to adjust the injection TIMING, and perhaps have the injectors taken out, and spring pressures set.
Me I have not the faintest, other than where to put the diesel, I have very little mechanical knowledge
What I do know is this ....
It does not use any oil (or at worse maybe 1/4qtr of litre every 1000 miles
It seems to pull very well up hill
It starts instantly every morning
However ....
Strong headwind to day and it struggled to get to sixty.
Sometimes it smokes badly on startup, occasionally it doesn't smoke at all (This could be me getting use to starting a diesel and timing the glow plugs)
On overrun going down hill when cold it smokes blue/white smoke. When warm it does not smoke at all.
