Td5 has no power until tubo at 4000 rpm at a guess tryed everything .I can think of to fix it

Have you checked the following?
Unplug MAF sensor, if better unplugged you need a new one. Only genuine will do.
Check red plug on ECU for oil ingress. If oil is there clean with contact cleaner and change injector harness.
Check turbo Watergate actuator is self returning. YouTube is your friend here.
Check EGR valve is free.
Have you had it plugged into diagnostics at all?

Considering they only rev to around 4250. Turbo should kick in much lower

1900rpm at the most I would've thought.
