Tailgate locked replaced accuator won't open

I have a 2000 Discovery My tailgate mechinism broke and I replaced it. cleaned everything up, plugged it in, tested with key, seemed to be working. Closed tailgate. Won't unlock seems to move levers but not unlock door. Still have panel off and tried to trigger whatever with fingers but no luck. Please help dog needs to go for a ride. I am currently in Belize CA with very limited access to parts and tools.

try to keep the door pushed inside and a bit upwards while you unlock with fob also when you unlock it with the handle
