The front swivel balls have shims in the top swivel pin to set the amount of effort required to turn the wheels. you need a spring balance to check it correctly If you don't know how to do it I suggest getting someone who does know how, to do it for you.

with the steering disconnected and the main seal removed the swivel ball should be easily moved nice and smoothly, without any play. Should be able to move it with one finger. Local garage dont have spring balances they just do it by 'feel' and judgement
