stub axle bolts.....shearing?

hello there trying to change front stub axle but as i try to undo the bolts (1/4turn) there is no let up in the amount of force to move them is this the lock thread or are they going to shear...they just have that feel to them.

Have you tried doing them back up and then undo a bit at a time? I think if you heat it up the thread lock softens.

i will give it another go but i must amit i bottled it and put it all back as i need to use this daily....if the bolts do shear what next????.drill tap will i have to take the swivel out to stop swarf getting inside it?
