steering relay

bit of an odd question but does anyone know how a new steering relay is packaged?i had loads of spares in the back when i bought my land rover and amongst them was a steering relay.it has a material much like waxed paper wrapped around it and tape around the splines,whilst it is probably a fair assumption that it's new i'd really like to know before i take the knackered leaky one off.

Sounds like a new one as that is how they were packaged from new , not masking tape is it?
p.s dont forget to fill with oil when fitted

it's not masking tape,more like crepe paper.i thought it was probably new but wanted to be sure.i won't forget the oil!
