I thought the tracking should have been done with the wheels straight on, ignoring the steering wheel, so you wouldn't need the track rod adjusting, would you?

only if notch in arm and locating hole in box is out of line.
depends who set the tracking last and how. if it drives straight and locators line up but wheel is off centre, it wants the uj's moving on the splines on the steering column.
just be aware of any electrical connections between the wheel and column. don't spin it round as it'll get wound up.
