Steering Damper replacement?

What are the signs of a failing steering damper?

I think since I installed my new bigger tyres that I need a new damper.

Occasionally it I hit a bump on the road at speed I get a slight shimmy through the steering.
I had the same problem with my CJ5, when I changed the damper the problem was solved.

quick n easy change, and cheap(for us over here-might be dearer for you).Does it look rusted or damaged?As its a damper you could test it by taking it off and compressing it.Might be a busterbus photo guide too.....
 
So,

On one end of the damper is a regular nut and bolt, on the other end is 2 smaller thickness nuts against each other, tightened into each other.

My problem is all of my spanners are too wide for 1 spanner to get on each nut at the same time to get them loose.

WTF am I doing wrong?

stick the spanner on the outter nut only and either give it a quick tap with a hammer to crack it off or grip the damper with a strap wrench or pair of grips while undoing just the outter nut. Once the outter one is off, do the same with the inner nut.

If you have access to an impact gun it will do it without having to grip the damper.
