As everybody knows the turning circle on an S3 SWB is not great, but "Flo's" is awful?

I have found the steering stop bolts from searching other threads and wound them right in, but the wheels still do not fully turn far enough to touch either them or the chassis or even the springs??????

I have cleaned all the crud away from around the swivels, and every where else in that area, as I thought some of that may be restricting the turning, but still no joy.

I have jacked the axle up and tried turning the wheels, but they feel like there is something stopping them, but for the life of me I cannot work out what it is....any ideas?
 
to get full locks as possible steering arms and rods need to be adjusted correctly ,often over the years this is lost ,get a manual and starting from steering box check/adjust ,as arms travel through an arc the further from 90 degrees rod and arm are the less movement there is for wheel lock,most i see need completely resetting
