Spotlight / foglight law on use

Quick question; whats the score with the proper legal use of spotlights on LR's; I'm looking to fit 4 spots to a roof light bar and rewire 2 x 6" spots on the bullbar that have never worked.

How do I stand legally if I used them / turned then on on a public highway; and whats the chances of them being "mistaken" as foglights and thus being liable for a fine.

wot he said, lights on a light bar are illegal to use on public roads, only for off road use but the spots on the front can be wired into your full beam switch.
