Splice HJ2 / Cigarette lighter problem

Hi all,
Been putting it off for a few months but have now decided to have a serious look into the cigarette lighter not working (mainly for the satnav and coolbox). Its a Discovery 1 1996 ES 3.9 V8.

The diagnosing work so far:
Checked battery voltage which was fine.

Checked fuse 6 inside, Fuse was fine used a multi meter to check it and tested the voltage at the fuse terminals which was the same voltage (or near enough) to the battery voltage.

Checked the connections to the cigarette lighter, looked ok but replaced with new crimps anyway.

The voltage however (with ignition switch on) was still about 0.02 volts at the crimps that go onto the rear of the cigarette lighter.

After looking through the RAVE wiring diagrams I found that the wire that goes out of the fusebox goes through this so called "splice" HJ2 which is a Blue plastic block that was wrapped in plastic on one of the wiring looms that runs underneath the glovebox (can provide pictures if requested).
At first I couldn't find it but realised it was located in the wiring loom tape/plastic cover.

I remove some of the tape and found the "splice" there are 4 wires that are the same colour (white and light green) that run into this block. With the ignition on 2 of the white and green wires have 11.25 v going to them (close enough to battery voltage) and the other two have next to nothing.

so I am assuming from what I can work out that the 2 wires that have battery voltage are feeds from the fusebox and one of the wires that doesn't have voltage is the cigarette lighter, the other being for the illuminated mirrors that don't work either.

So the next big question, What else runs through this splice? (which I guess has been knackered by water corroding the inside of it due to it being wrapped in tape and water running down the wires).

Also would it affect any of the other circuits if I cut off just the white and green wires and crimp the wires together?

The light green/white wires are feeds from the ignition switch to the coil of the accessory relay (positioned in the bank of relays on the passenger side) and then from the relays single contact to the cigar lighter supply via fuse 6 according to my Haynes wiring diagram, so swap the relay and see what happens before pulling unknown connections apart.
