Sloppy Steering

My mate has bought a tidy 200TDI. After test driving, hes got a few problem that need sorting. The main problem is vague steering. On the road its like steering a boat.
Checked the obvious bits.
Drop arm is tight, same goes for Track Rods and steering UJs. tire pressures are all good, no uneven tire wear and no obvious leaks.

No play from the bottom of the steering box,

Need to check the wheel bearings and the top of the steering box.

Just one thought, he has uprated suspension on the rear, Springs and Dampers (OLD MAN Emu). with a 2" Lift, could this be a contributing factor to the woolly steering?
Any thoughts
