Take out 2 of those wee bolts, put oil in one bolthole, you'll know it's full when oil comes out of the other.

Mine has a fill/level plug

Can't remember which holes are drilled all the way through but it's easy enough to pop out a couple of bolts and see if you can get a piece of wire all the way in. A small funnel helps - and some patience. If the relay is completely dry it'll take some time for the oil to work past the bushes.
