ive noticed lately that my 2000 discovery 2 td5 has improved on power when at night the temperature has dropped into the minus degree could the fuel cooler be responsible for lacking power when the engine warms up

Could be higher air density due to cold air, but I wouldn't think it should make a radical difference, except in the case where daytime temperatures in the mid to high 30 deg C, then really drop down in evenings to single digit figures or as you say minus.
The fuel is simply injected and should not suffer from evaporation problems as in petrol I should think.
Maybe check the air filter and inlet trunking for any anomalies that may cause sub standard air inlet conditions at higher temp.
