power steering failure

Not experienced this before so i'm just looking for confirmation.

The steering on my 90 from 1987 has begun to be extremely heavy/difficult at very low speeds..i.e parking, reversing. I havent got any leaks from the pover steering servo and the fluid reservoir is full.

Does this sound like the servo unit needs replacing?

At the risk of appearing stupid...which drive belt? I've wd40'd the steering linkage today to see if that helps.
