POOR THROTTLE RESPONSE AT LOW SPEED

Its a 1996 300 TDI Defender, the throttle response at low speed in is poor, nothing like 300TDI Discos I have had or my 200TDI 90. if you sit on a level road adoing about 30 4th gear and accelerate the the car will accelerate very slowly before taking off between 5 and 8 seconds seems to be the lag there is no smoke from the exhaust no matter how far down I push the throttle. In 5th maybe doing around 40 the car will sit for 8 seconds plus before accelerating, again no smoke no matter how far I push the throttle. At higher speeds there is still a very small lag in higher gears, on hills this will manifest itself down through the gears depending on the gradient and speed. This is not like the 300TDIs I have had before and nothing like my 200TDI 90.
So far have done the following
1. Injection pump timing check found OK
2. New turbo core fitted
3. new spill pipes fitted
4.Sedimenter cleaned Not dirty
5. new lift pump fitted
6. Fuel filter changed
7. tappets checked
8, Boost pin and ring fitted

Of course driving at low speeds in 5th is not normal but this does describe the problem when driving up hills etc, I have to use the gearbox a lot more in this car than previous cars , The response is better now after all the work but still does not seem right

any thoughts?

A thought- you can only compere like for like ie- your truck may have bigger tyres or a disco transfer box that the others didnt have which would give your symptoms.

thought about ratios etc but dont think or not sure that is the problem I think adding a disco transfer box is a fairly common mod , it did have big tyres on but I removed these and fitted standard tyres and it made no or little difference. I did have a 300 tdi defender over 10 years ago and I do not recall it being like this. I will have to find a another 300 defender to test drive
