First a big thanks to Irishrover you are a star. It is worth explaining here the problem and solution as it is quite obscure until you know why.
Up to 1999 the HEVAC switched the air con clutch directly. After 99 there was a relay in line. SO if you replace a post 99 HEVAC with a second hand pre 99 unit it will try to switch on the air con clutch but its internal current sensing will see relay current instead of full clutch current (2.5 amps). It shows a fault code for clutch circuit s/c or o/c and does not energise the relay for more than a second.
The remedy is simple remove relay 3 and put a wire jumper between the input from the HEVAC to the output to the clutch.
Ok only another 999 problems to go I will get there in the end
