Oil caked on intercooler

Hi, Just been taking all the hoses off around the turbo to see if I can cure the whistle - noticed that the intercooler (td5) is caked with thick sticky (old looking) oil around the first 5 inches or so on the right hand side top to bottom. Unfortunately, can't get the grill of to inspect as there is one of those light bar things attached to the bumper with big lights and that won't come off either :mad:
There was a bit of oil in the hoses but not much. Anyone got any ideas.
 
Well if its got oil on the oustide, and you can hear a whistle i would say its leaking!
But before you do anything else get a 13mm spanner, reach under the exhaust manifold to the rear most exhaust manifold stud, bit tight to get to and see if it tightens, if it does the manifold has warped and is pulling the stud out of the head, dead common fault.
