A 2004 FL1 petrol is OBD2 compliant, but the diesel might not be.

Any generic OBD2 reader will com with the petrol FL1 though.
 
Might it be the old Rover we forgot to connect the earth pin on the diag socket problem? Pin 4 and 5 should be ground. A link was often missed off on the Rovers. Worth a check.
 
How do I check it. I'm new to land rover.

Just make sure pins 4 and 5 are linked where the harness goes to the rear of the socket.

The other thing to check is for connection spreading. This has been found on a few occasions.
After checking the connections haven't been spread open, the only other thing is to test the resistance between the CAN high and CAN low lines. These should have a resistance of 120 ohms, as each line has a 60 ohm resistor in series with it.
