First you need to decide what you need the tyre to do. Then you need to find a tyre that does what you need, in the budget you have.
However often saving a few quid at the start, will cost you more in the long term, as tyre life is often low, and grip marginal on wet tarmac, reducing safety.

Got 5 Geolanders from Kwik Fit fitted and balanced for under £400. 225 65 17. Think that takes some beating!!

Geolanders on mine. £385 for four fitted. Under £400 for five is good! Like stated above, what tyres are good depends on what you to use the car for. Mine had cheap mud tyres on when I got it. Probably OK on mud but dreadful on tarmac and ridiculously noisy.
