M16 tow hitch bolt stuck in cross member

Tried fitting a drop hitch to my defender 90 but have an issue. One of the m16 bolts will not come out the cross member and is spinning so I guess the nut has come loose inside can I drill up from the bottom of the cross member to get inside the sealed box ? Or have I got to go through the back and drop the tank down And cut hole in tank side of cross member to get to the nut cheers

put a spanner on the back
 
Grip the bolt and pull it while yer turn it. Hopefully the nut won't turn when it catches on the other side. It's what eye would do if eye couldn't get ter the nut.
 
Is the hidden nut directly behind the bolt head (just on the other side of the crossmember steel plate) or was it attached to the opposite wall (away from the nut head).
