just bought 99 discovery 2series and love it but it wont shift into 4th gear.

my discovery rides and drives great but it just will not shift into 4th gear. i get to 60 mph and its at 3rpm. it wont even try what should i do i don'
t have a lot of money. is there an easy fix.
