The blurb for it already says there are segregated spectator sections, so I dunno how far that goes. I know in the past at Sherwood and at Clumber you were basically free to wander the woods to find a spot you liked.
 
The difficult bit is stopping people from wandering around the stages. Many of these places have easy access and there aren't enough marshals to police the entire route. The WRC has the cash to set up special spectator stages but there's still people along much of the route - if they can't persuade people to stay in designated safe areas then the small club events don't stand a chance.
 
a few different folk have said that spectators in that area had been warned and asked to move... if they did and others moved in.. i don't know.

iirc it was a new org running the event this year as well.

I sometimes go with a mate who a Marshall, I sigh on as a guest with him,

You can tell some people until your blue in the face and they won't move,
my mates about 6ft 6 ish 19 st, he normally gets them to move,

I have raced in the past and know just how fast it can go so wrong,

Little things like don't stand on the outside of a bend, if your on a long fast straight with a bump then find the biggest tree to stand behind,
 
One of the marshals I met at a training event gives out doner cards to people who insist on standing in dangerous places. Usually the (very polite but very vocal) threat of getting the stage stopped if they don't move will ensure the rest of the spectators "persuade" them to shift.
