Instrument fuse

The 10a instrument fuse on my 99 disco keeps blowing. This also does the rh side light. It did seem it was fixed as long as I started and stopped the engine before turning the lights on/off all was well however that seems not to work either.

Before I go tracing dozens of wires does anyone have any suggestions of any kind of common failure?

It might be a short within a cluster, unplug the headlamp's connectors and if it doesnt blow with it unplugged it's there somewhere if it blows unplug the tail lamp and see then, inspect well the connectors to not be a short in one...if still no joy we'll speak again

btw that's not the "instrument" fuse but the dash and switches illumination, F33 i presume
