My Rover has no interior rear-view mirror, and one is not required in my state. I do like having one, however. Does anyone know exactly where and how to mount an interior mirror for a Series IIA? I'm assuming I can buy one from a supplier here in US, but I don't mind ordering from UK if I must.

They are held in place with two screws into the roof area just above the centre of the windscreen. The holes should be there even if the mirror isn't.

I've just removed mine which was mounted on the valance. Stripping it out to convert to canvas. Got the old one. On the series 3 I can't see mounting holes on the header.
 
Optional parts catalogue list a few versions for different export markets all but 1 are series 3 though.

I mounted mine today on a strip of reinforced rubber which I superglued to header plate. I then screwed the mirror onto the rubber
 
I spent a lot of time trying to damp the mirrors on a Harley Sportster, in the end all that happens is that you shift the resonant frequency up or down but never stop the vibration. If you can get it out of the range where you are looking in the mirrow that's a success!
 
My makeshift solution seems to work okay. Used Gorilla epoxy adhesive and one of the reinforced rubber connections for the exhaust hangers. It vibrated a little until I jammed a rubber tap washer between the mirror stalk and the windscreen split, works a treat. When the canvas rear cover is down it's pretty difficult to see through the plastic window despite cleaning its a bit murky. Learning to use side mirrors!
 
Used a couple of 6mm studded resilient mounts of ebay for mine , miniture engine mountings.
