No, it is because the area isn't considered safe to moor at the present time. It has actually improved a bit, but is near some fairly dodgy council estates.

Most of the area is owned by Cadbury estate & have strict rules to the areas.but is then surrounded by dodgy estates.
You can't even paint/change colour of your front door with out permission. Also

It is actually a nice area, despite the problems, and the security situation has improved over the last ten years, I think.
