It is an old trick.
If you think of the sintering process as lots of little phosphor bronze balls stuck together into a shape. Between each ball is a small air gap.
By boiling it, in oil, the air that is trapped within the material expands and comes out of the bush. As the bush and oil cools down,oil replaces the air.
