hole in front passenger footwell floor

I have just discovered a 2 inch square hole in the front passenger footwell floor of my 1997 300 tdi.

My car only passed an MOT last week so I am presuming this is not structural or an mot failure.

Can I fibreglass this as a tempory repair or does it require welding?

Any help or advice greatfully recieved.

had another look and the hole is right above what looks like a body mounting bracket...will this make any difference?
 
is it less than 12 inches from a seat or seat belt mounting point and or a body chassis mounting point?
if yes to any of these it will fail mot

Nice easy job to weld from the inside, just watch out for brake pipes - oh and fires had a few flames creeping towards the engine bay when I did my passenger footwell!!
 
Many thanks to all who replied........getting it welded on Thursday along with another hole i poked through the boot floor today.

Finding the hole has been useful as I have discovered all of the underlay in the front and back is wet so have spent the day removing this and checking for leaks. Despite running a hose over the car for 10 mins cannot see any water ingress, but have greased the sunroof rubber seals and re-sealed the front windscreen top edge just to be sure.Any ideas where else it could come from?
 
Probably from rubber seal where the wiring loom enters passenger side bulkhead. That's what happened with mine anyways
