Hi ppl Td5 starting problem Wally KZN

The problem is that it is very difficult to start hot or cold.
Plug in at the agents show no problem, new glow plugs fitted.
But what i saw is when the ignition is turned to the start position the fuel pump relay jitters open and close. Can any one help?
