Help stop my Defender

The brakes were poor on my 98 90 csw . Time for an overhaul, On closer inspection calipers not in good condition so replaced all 4 & new disks on the front still poor , bled them solid peddle , did the servo check seemed ok so pinched my mates servo no difference , did a vacuum check to see if the pump was working , Same vacuum as my mates defender. I get an initial bite from the brakes as if servo assisted then I have to do all the work . Can only lock the front on gravel rear keep turning jack them up and they work . any help would be greatly appreciated Thanks Steve.
 
No abs just bog standard 300 tdi just wondered if anyone had had a clue before i change the rest , servo , master , balance valve , vacuum pump but thats an expensive way to find out.

I looked through the Rave manual last night. The only thing that you might of missed when working on the vacuum side is the Servo vacuum non return valve. Otherwise all looks pretty straight forward. There are only two other things:
1) The master cylinder, but if the pedal is hard and doesn't drift down to the floor, or operate too close to the floor then this would look to be OK.
2) The balance valve which might be faulty or have been affected during bleeding.

I bled the brakes with the peddle and everything seemed OK , tomorrow I'm going to my mates workshop and pressure bleed them, he's also got a vacuum bleeder to draw the fluid through sometimes he says that way for some reason it can work better , heres hoping .
