Help reqd TPS sensor issues

I am having problems with my TPS sensor on a Freelander 1 1.8 petrol 2002/2003.
The issue is I did an OBD scan using a cheap scanner a couple of weeks ago, it showed P0120 TPS sensor error. I purchased a sensor, admittedly cheap one from ebay £14.50. It looked the same as the one already on the car. I did some checks with a Ohm meter and the readings match the sensor fitted.
I replaced the old one with the new one, and erased the error. I did the reset procedure. Key to pos 2 throttle pedal to full 5 times and turn ignition off.
This didnt cure the problem.
I then bought a Autocom scanner and delphi software. Did an fault scan and got P0120 again, this time the software tells me that the sensor fails due to short to earth. The error is classed as permanent and will not reset.
Is there anything I a mmissing, is my mistake buying a cheap sensor. All the others I see are between £50 and £75.
Is there another reset procedure I am missing, RAVE tells me that I need to follow the testbook reset procedure, but it doesn't say what that is.
Also when I read the ABS error codes I get throttle position as open 100% and TPS sensor failure. This again is shown as permanent and will not erase. result is a variable tickover and TC and HDC failure lights on.
