Help - please!!

Doing me diff lock, got the transfer lever off, got the lever moving back and for, and side to side, should the splined bit move in and out or should the shaft turn?

I've got the splines going in and out, but the shaft is not moving, Is this correct? I think this is the problem as its not moving or turning the link that goes down to the transfer box, to select the diff lock.
