Help Needed Urgently re L322 2004 Range Rover

I have a 2004 Range Rover 106K full service histiory. Yesterday I popped to the shops and back 10 Mins in the car, when i got home grey smoke was billowing out of the grille and had an electrical smell. Took it to the garage to be told, that they have had it running for 3 hours with no problems and that they beleive the electrical smell and smoke came from a second fan attached to the main engine fan. It will cost £550 + VAT for the Part plus Fitting. The garage has suggested that as its winter and I only drive around town with the odd motorway journey that we just disconect the fan for now.

My questions are; If anyone can help.

A) Is that safe - I carry a precious cargo my kids!!!
B) Will it cause longterm damage?
C) Does anyone know if you can repair or replace what ever this thing is more economically.

Sorry Guys just really concerned as not very flush at the moment and am worried

Just called them, they said its the one right at the front that blows air through the engine one, he called it the electric fan, when you look through the front grill you can see it, its in a wire cage. and reaches to below the bumper.
