Fuse for tailgate and fuel flap blows regularly

Hi! 2008 Freelander 2 SE TD4 - fuse for tailgate and fuel flap blows regularly, with the frustrating result that I cannot open the tailgate or fuel flap; neither can I lock the vehicle. Any ideas on the cause of the problem and how to fix it, please?

Could be water in the switch for the tailgate or a faulty fuel filler lock actuator
