Freelander II - bumper problems

I have a 2007 Freelander II. The "under" bumper for want of better terminology (its the bit below the upper grill, comes in three parts on the early models) keeps falling apart, despite twice being repaired by 4 x 4 specialists. The mid section simply falls off after driving a few thousand miles- have had it replaced twice now and its off again- the sections either side are starting to come loose too now. Wondered if others have had this problem?

Tie wraps to secure the panels might do it.
