freelander heater blower speed 4 not working, Help?

hi ive got a 2002 freelander, had it about a year... speed 4 on the heater blower has never worked, had a look on the forums but nothing to help yet.
had a look at the fuse in the engine bay, no fuse in slot so put one in, lights dimmed when put on speed 4, blower did not come on, i checked the resistor but looks like a new and clean resistor had been put in not to long ago and still looks new (shall i change that anyway or does the resistor even run speed 4?)
what do i need to check next? switch on the console? the relay?
im a amature mechanic at best, most ive done is replaced the rear exhaust box so be gentle!!

speed 1 2 and 3 work great

also someone has fitted rear spots to it and put the switch on the dash, so maybe some sort of wiring issue??
