Freelander 1 brake servo

Having trouble with brakes on freelander 1 it’s 2000 reg been in mot twice now and he’s telling me it’s not right
I replaced discs pads rear shoes bled the whole system I have good vacuum when I start it and pump brakes they go hard then gradually move down slowly I have taken it out on the road and seems fine stops when it should not sure what I can do to get it’s mot as he keeps saying the vaccume isn’t working or the servo isn’t working

You've proved it is working. The dropping of the pedal after vacuum depletion proves the servo and vacuum.
How is he testing it?

He just sat in it pressed brake then started it Went back today told him wasn’t happy he passed it
