foreign object in carburettor

I removed my weber carb today from the car, and I immediately noticed a strange object sitting just under the butterfly. It appears to be made of thick foil.

I am thinking this is a stray piece of rubbish that has somehow made it into the carb, but I can’t imagine how something of this size could find its way past the oil filter by chance.
  1. Has this been put there on purpose?
  2. If not, does anyone recognise what it might be or where it could come from.
p.s. also note the nonstandard use of a paperclip.

Could be a bit of foil like found on top of a new oil can/bottle, who knows but should not be there.
Good use of paper clip if split pin not available.
 
No idea how that could get past the butterfly! Is it actual foil or is it very thin like burnt paper but less brittle?
I have checked and it is definitely foil. Maybe a piece of packaging of some sort. I have removed the connecting tube & hose between the air filter and the carb, and it doesn't look like it has come from there.
 
Curious can you straighten it out and see what shape it goes into ignoring any bends that should be in it
I have now removed the oil bath air filter to clean it up and I cannot for the life of me work out how this bit of foil could possibly have got into the carb. There is no sign of anywhere it could have detached from, there are obviously the mesh filters in place, and nothing obvious in the air hose etc. There is nothing on the foil to help identify it, on either side.

Snaps doesn’t look anything in particular and agree wouldn’t of been sucked through air filter but engine may have been run without filter on , looks like it’s been there a while though
