Fitting PAS to 1989 2.5 Petrol landy 90

Hi all, I am trying to fit PAS to my 1989 Land Rover 90. I have gone to fit the double pulley ( replacing the single pulley) but the timing marker stops it sitting flush. Can I remove ? Do I need to replace with a short bolt? Is it then normal that the crank shaft doesn’t sit flush with the pulley when fixed back ? Any help would be much appreciated :) pictures attached
