Fitting EGR bypass and noticed this

So finally got an hour when it wasnt raining so decided to fit an EGR bypass kit to recently purchased Disco TD5 when i discovered what appears to be the cause of an oil leak

Should the black cap type thing be loose and easy to pull out? Cause this one is

Front cam seal.
Very common to start leaking as the O ring hardens and goes out of shape.

Only a few quid to replace.
